Owner of School Bus Fleet Is Held for Forging Stickers

The owner of a fleet of buses that take children to and from such elite private schools as Dalton and Browning was arrested yesterday when investigators discovered that about half of his 76 buses had forged registration and inspection stickers, the police said.
The company, Frank's School Transportation, at 346 East 119th Street, carries hundreds of students to 20 to 25 private schools, mostly in Manhattan, the police said. The owner, Patrick J. Florio, 35, of River Edge, N.J., was charged with second-degree forgery and possession of forged documents, the police said.
Traffic officers conducting routine inspections found two buses with forged registrations in the past two weeks, the police said, setting off a broader inquiry. Yesterday, officers from the Police Department, the Department of Transportation and the Department of Motor Vehicles searched buses as they entered and left their lots, and as of yesterday afternoon they had found 35 buses with forged registrations, said Assistant Chief Edward T. Cannon, commanding officer of the traffic control division. The buses were also uninsured, he said.
"Forged registration stickers and inspection stickers being placed into the windows of at least half your fleet is more than sloppy record keeping," Chief Cannon said. "The risk and audacity of the owner to put vehicles that are uninspected, uninsured and unregistered and on a daily basis carry people's children back and forth to school, I think, speaks for itself in being unusual in the least."
As for the buses, the chief said, "Some are in good shape; some are in poor shape; and some have minor deficiencies." The fleet had been issued citations for more than 75 mechanical infractions in the last 10 months, but many were minor, and that number is not necessarily out of the ordinary for a fleet of 76 buses, the chief said.
A woman who answered Mr. Florio's telephone at his home refused to comment. Messages left at the house and at Mr. Florio's office were not answered, and the voice mailbox of a second office number was too full to accept more messages.
The Rabbi Joseph H. Lookstein Upper School of Ramaz, a high school at 60 East 78th Street, switched to Frank's from another bus company about five months ago on the recommendation of a parent at another school, said Kenneth Rochlin, the school's administrator. Yesterday, staff members were working to find other transportation for the 90 students from Riverdale and Westchester County who had been riding the buses.
"We're scrambling to figure out what we're doing," he said. Aside from the expected complaints involving routes and schedules when a new company takes over the bus service, there had been no complaints until yesterday afternoon about Frank's, Mr. Rochlin said.
"We got a call from Frank's bus company that the D.O.T. was in their offices and they weren't allowing them to send out buses," he added. "We have now been unable to reach them at this moment."
Other schools were in the same situation yesterday evening.
"Obviously, it's a difficult impact for us and we're doing our best," said an administrator at SAR Academy on West 254th Street in Riverdale who refused to give her name. "We're still figuring out what we're doing."
A woman who answered the telephone at the Dalton School on the Upper East Side said the school had already made alternative arrangements.
Police officers continued to inspect buses at a lot on East 173rd Street yesterday evening.
"I'm appalled; it's a serious infraction," said John Dudley, the district manager of Community Board 3 in the Bronx, who went to the bus lot yesterday. "There's no way in the world he should be carrying kids with fraudulent papers."
A driver, Ray Ayala, 60, said he had worked for Frank's for about six months and had not noticed anything wrong. He added that he felt bad because now he had no job.

Once again JWB is trying to establish "guilt by association" to direct negative attention to any Orthodox Jew or Jewish organization.
The fact that 20+ of the most elite private schools in NYC use a private bus company that engaged in misconduct has nothing to do with the schools themselves, since it is clear that the schools had no way of knowing that the bus company was using forged documents.
Your post, once again, has nothing to do with your bogus claim to expose "Accountability and transparency within our institutions and leadership."

I know about an even bigger Ramaz scandal, as follows: A 43-yr.-old, man, who attended Ramaz for six months of his junior year in high school, recently rode on a city bus whose driver's first cousin was accused of sexual molestation. For shame! Where's the school's accountability?

Wrong. I'm pointing out that a prominant school was defrauded by an unscrupulous bus company and the need for others as a result to take steps to ensure the safety of Jewish students is ensured.

Correct, but the students were still in a potentially dangerous situation. Steps need to be taken to ensure this does not occur.
